You can show the SyMenu floating icon and using it to overlap the start menu.
If you start SyMenu with elevated privileges you should be able to make it appear even with the Windows key.

I'm aware that SyMenu is not intended to be a Windows start menu replacement, even though some users (like me) are using it for that purpose.
